RDF=<?xml version="1.0">

I noticed that XML doesnt require you to use the XML declaration at  
the top of an XML document. I was wondering whether the validator  
should be warning people if the rdf-xml doesnt have a declaration,  
i.e. a warning saying it is good practice to have one?
