SWRL namespace definitions

In  http://www.daml.org/2004/04/swrl/swrl.owl the

the base and default namespace are both http://www.w3.org/2003/11/swrl

This seems incorrect. Shouldn't it be http://www.daml.org/2004/04/swrl/swrl.owl?

Currently the ontology does not validate with the OWL BBN Validator, 
but when one changes the base and default namespace as we suggest, then it does validate.
