I've been developing these for nearly 4 years, pretty portable I claim:

Redland RDF API - http://www.redland.opensource.ac.uk/
Raptor RDF syntax parsers - http://www.redland.opensource.ac.uk/raptor/
in C.  I don't have reasoners for OWL specifically.

Otherwise you might try AKT's 3store
  http://www.aktors.org/technologies/3store/
also in C which does some reasoning, I'm not sure how complete with
respect to OWL it is.  It is still being extended, so I'll let them
answer that.
