I think that the basic framework to go on is that DAML+OIL constructs
should be considered to be a collection of distributed definitions.  Under
this assumption, everything that can be gathered into a definition should
be.

I know that this approach may not be ideal, but, given the unstructured
nature of RDF, this is all that we can hope for.

A solution for OIL and OIL-ED would be to keep things in an OIL-like syntax
as long as possible.
