meaning of RDFS triple "Resource Property Resource"?

I'm still not very fluent in RDFMT, so I'd appreciate your MT evaluation of the triple

    Resource Property Resource

where Resource & Property are the RDF,RDFS Classes.
For readability, I dropped the "rdf:", "rdfs:" qualifiers.

I want to know because
a. It's a simple way to specify the domain & range of properties, e.g.
    Resource Property Resource
    Resource comment Literal
b. It permits you to associate properties with Classes (as opposed to Individuals). 
c. KR permits ("tabula rasa" proposition)
    Resource has Property = Resource
