FWIW, off-line, I responded that I felt that "qua" broke uniformity,
permitting URIs to identify multiple things.  I believe Larry agreed.

I don't see the need for it, especially when creating new URIs is so
darned cheap and easy, and disambiguation is possible with existing
tools.
