The problem is that _XML Base_ does not appear to allow specification of the
base URI of the _document_ only that of elements:

http://www.w3.org/TR/xmlbase/#granularity

If indeed it is the intention of XML Base to allow for specification of the
base URI of the document entity it should simply say so.
