JAXP patch for RDFAPI...

Hi,

  The attached is a patch to RDFAPI 20010119 using JAXP as the interface
to the XML parser. In our project, we prefer to use Xerces instead of
aelfred as the XML parser because of the better handling of Chinese in
Xerces. I think moving to JAXP gives a more standard way to configure
the XML parser.

  Also included in the diff is a Ant build.xml for RDFAPI.
