RDF M&S issues

Dan,

I'm not sure if this is on your RDF issues list (not being online, I can't 
check) but the spec is inconsistent about the allowed form of a 'propertyElt'.

Section 6, production [6.12] allows an 'ID=' on a property element (which I 
believe is very useful, since it allows a statement to be labelled;  I 
understand that SiRPAC generates a reification for statements thus labelled).

The only other references I can find (section 2.2.2, production [6a] and 
section 2.2.1 production [6]) don't allow the ID attribute.
