PCData is insufficient to handle RDF Strings, because a String contains
not only a sequence of characters, but also a language.  So at least you
need some way to model the language of a String.

In addition, there are now three kinds of objects (in the sense "object
of a sentence"), Strings, resources, and uninterpreted WF XML.  Your serialization
gives no way to specify the third case.
