I wonder if the Resource Description Framework is the right place for "encoding spatial information" down to arcs and polygones. I think the complete shape etc. of a geografic object should be the Resource itself, not the description of the Resource. (Conforming to the "Semantic Web"). We handle that in the German Environmental Information Network (www.gein.de) in a different way: in RDF we only use names and ids of geografic objects, referring to a given thesaurus.
