New RDF for OCW

Hi Mark,

I've added canonicalization of keywords to canon.pl, (remove leading and trailing spaces, convert to lower case, and url-escape the resultant keyword to form a valid URL.  Keywords are in the namespace 'ocwk' which can be redefined as needed to point to a location that is writeable.

Rebuilt RDF's are checked in.
