Broken reference to RFC 3066 in rdf-concepts

The latest version of RDF Concepts at
http://www.w3.org/TR/2004/REC-rdf-concepts-20040210/ contains a broken
reference to RFC 3066 - Tags for the Identification of Languages.

Currently it links to http://www.isi.edu/in-notes/rfc3066.txt whereas
http://www.ietf.org/rfc/rfc3066.txt would be more stable I suspect.
