IRIs vs RDF URI References

In the SPARQL spec, we said that IRIs were the same as
RDF URI references, but a reviewer noted that they're not.

Spaces are allowed in one and not the other, for one thing.

In the SPARQL spec, the way we fixed it was to remove reference
to RDF URI references.

If/when the RDF specs are revised or ammended, this discrepancy
should be at least noted, if not resolved.
