as an editorial ammendment concerning these URI references, I suggest the 
following note at the end of section 6.4 RDF URI References

be equivalent if derefenced, the use of %-escaped characters in RDF URI 
references is strongly discouraged, see also

Where [TAG] links to a new informative reference of the TAG issue list.
