We discussed this issue in the 2002-12-13 RDF Core telcon and decided
that blank node IDs in the RDF/XML are scoped by the infoset document
infoitem (of which there is only one in any infoset) rather than the
xml:base.  The editors' version of the draft last call working draft has
been updated to reflect this.
