Is there a specific reason for that? --------- Concepts 2.3.3 says an RDF Datatype is a triple (A, f, C) with A, C sets, f a surjective function A to C, together with a URI called identifier of the datatype. Semantics 3.4 recovers the set C (for recognized) dataTypes via ICEXT(URI) .
