As recorded in


the RDFCore WG has resolved:
   a literal consists of three components:
    o A representation of the parseType, which is a single bit
    o A language indicator which is a string as defined in XML
    o A fully normalized UNICODE string.

indicating whether this is an acceptable resolution of this issue.
