P3P/RDF, N3 Rules, and APPEL

I took a look at this P3P/RDF stuff...

Actually, I looked at an earlier draft; I'm
not sure what's changed.

My goal was to implement something like APPEL
rules using a Semantic Web rules engine.
It seems to mostly work; I ran into various
issues along the way; none looks insurmountable.


Sorry to be brief/cryptic; I'm just writing
to make sure this work can be found among
the feedback on this draft.
