The submitter is concerned about RDF schema's, once published, not being 
able to change. The introduction of a rdfs:deprecated property to enable 
controlled changes to schema is suggested.

the RDFCore WG has decided to close this issue on the grounds that this is 
a problem that is known to be very hard to solve and is outside the scope 
of this WG.

indicating whether this is an acceptable resolution of this issue.
