Relative Namespace URIs

I had the misfortune to look at:

which starts

<rdf:RDF xmlns:rdf="http://www.w3.org/1999/02/22-rdf-syntax-ns#"
xmlns:e="e/">

I tried to work out what the relative namespace might mean and ended up
retrieving the following declaration:

"deprecate the use of relative URI references in namespace declarations"

May it be appropriate for the working group to remind the RDF community that
this applies to future use of namespaces in RDF documents?
