bug in sirpac?

Hi,

Sirpac seems to hang when there's a doctype declaration in an RDF
document. I fixed it (I think - but I don't know the code well at
all). I've put the tiny fix up at

Apologies if I'm missing something - or if the fix breaks something
else (seems to work ok for me).
