When I try to run sirpac 1.14 using the Windows version of Sun jdk1.2.1
I get the error:

java.lang.ClassFormatError: org/w3c/rdf/SiRPAC (Illegal constant pool
type)

If I recompile the error disappears.

Which java compiler do you use ?
