icaltzd namespace/schema for timezones-as-datatypes design

OK, I finally stopped using the old namespace name for the
new timezones-as-datatypes design. I migrated the two conversion
tools I maintain and all the test data to a new schema...

Now to add a cwm built-in for building datatyped literals
and clean up my other abuses of the old (2002/12/cal/ical)
namespace.

I updated the workspace cover page to note which
materials go with which schema
