All three of these have already reached CR -- I agree they will go back to 
last call, but that is hardly because of bad planning. It is, in fact, to 
take into account developer feedback, which is the whole point of CR.

However, I tend to agree with you; and think that Last Call should be 
renamed Loud Call or similar instead (as opposed to WD, which is just a 
heads-up to interested parties and doesn't represent a call for comments).
