Apology for no Review of the QA Specification Guidelines

Hi everyone,

This is an email apologizing for not being able to review the QA 
Specification Guidelines specification. I only had time to read it 
partially, which was an instructive read. However, I just couldn't 
manage to finish it on time for review.
