I did find 2 documents:  from ISO and ETSI.  The ETSI document, borrows heavily 
from ISO/IEC 9646: Information technology - Open systems interconnection - 
Conformance testing methodology and framework.  The ETSI document provides 
guidelines for the European community in building conformance test 
requirements, abstract test suites, test reports, pro-formas, certification 
authorities  etc....
