Proposed Quality Tip -- Make readable URIs

This quality tip was inspired by the tip proposed by Victor Engmark.

The latest version is available at:
1. <http://students.iiit.net/~deepakr/readable-uri/> with
    '<base href="http://www.w3.org/QA/Tips/" />' and related changes.
2. <http://students.iiit.net/~deepakr/readable-uri/readable-uri>,
    exactly as I will re-submit. Non-absolute URIs are broken.

General Suggestions:
1. The tips could be served as UTF-8 instead of ISO-8859-1. This will allow
    dashes, directed quotes and other symbols to be used from Unicode.

2. The homepage could be given (instead of the e-mail address) in the
    "Created by" URI. The homepage can provide other means of contacting the
    author. This will also reduce spam.

3. The menu on the right is unusable with a large font (24px, Mozilla,
    1024x768). To avoid this, the menu could be hidden using the stylesheet.
