Personal review of QAF

In my participation in the WebOnt case study and review I felt a need to take 
a wider look at the QAF.

My review is:

I particularly ask that various comments are treated as formal comments on
the three rec track QAF documents in accord with W3C process.

This lists 8 comments each to be made against all three documents (except the 
penultimate, which is not applicable to the test guidelines).

Thus that is 23 formal comments.
