[qaframe-spec] No abbreviations in requirements

Hi,

  For a number of conformance requirements,
<http://www.w3.org/QA/WG/2003/08/qaframe-spec> uses abbreviations like
"DoV" or "ICS". This makes these conformance requirements much harder to
read as readers aren't necessarily used to these abbreviations and
casual readers typically skip the introductory sections which introduce
these abbreviations. Please write these out in the conformance
requirements.
