Comment title: Seven levels vs. Three

All specs include seven "levels" of conformance.  However, only three levels are actually public; these are called "priorities".  

Proposed resolution : 
Collapse the seven levels into the three real ones (now called priorities), since these are the basis of conformance measurement.
