SpecGL implementation report, 2nd draft

All,

Please find attached the latest draft for the SpecGL Implementation 
report.

Changes since 1st draft:
1. Intro section changed (thanks to Mark for comments)
2. TOC created
3. Reordered specs covered according to publication date
4. Incorporated Karl's review of SVG tiny
5. Made links for the section titles (Patrick)

Todo (Dom, could you take a stab at this before putting the document in 
public space?)
1. Uniform table layout (widths?)
2. TOC style

Finally, some validation to make sure everything is OK.
