	The proposed text is:

		The Web Accessibility Initiative (WAI) [1]
		is a Domain of the Consortium that pursues
		accessibility of the Web through technology,
		guidelines, tools, education and outreach,
		and research and development.  Web accessibility
		depends on several components working together.
		"Essential Components of Web Accessibility" [2]
		shows how the WAI guidelines address these components
		and shows the role specifications play in making
		the Web accessible. Specification developers should
		consult the Technical Reports Page for an up-to-date
		profile of W3C publications in all areas. In
		addition, the WAI Home Page is a helpful starting
