Attached is my review of the SMIL 2.0 spec.

Overall, this spec does a pretty good job of conforming to our requirements, although it does not conform so well to our recommended good practices. (As Karl pointed out  it's not possible as an external reviewer to determine whether all of the good practices have been followed.)

This spec makes extensive use of modules and profiles, and on the whole handles the related issues well.
