Principles v. Requirements

"Principle" seems like an odd term to use to express what is basically a 
"Requirement". Here's a dictionary definition:

"[a] basic generalization that is accepted as true and that can be used 
as a basis for reasoning or conduct"

How about simply using the terms "Requirement" and "Good Practice" (or 
"Recommendation")?
