test GL rewrite - note from Wed 27 Oct PM breakout

We discussed the idea of rewriting the material in FAQ/HOWTO style.
The kind of questions that would be asked by people with little/no test 
experience might be:

Developer Questions:

How do I know what has to be tested?

How do I write a test?

How do I know that a test is correct?

What happens if someone else gets different results with the same tests?

How do I keep the tests up to date?



User Questions:

How do I interpret the results?

How do I run the tests?


These questions map on to existing guidelines resonably well so they 
could be a starting point for work.
