Regarding Principle 4, about the test suite evolving:

Since these principles and guidelines apply to a W3C Working Group, I'd 
suggest that a bug report against a test may also trigger a response on 
the spec side. In this scneario, the test reflects what the WG meant to 
say, but the specs don't say it clearly enough.
