1. QAH/SpecGL style layout
2. Expanded sections
3. Examples on each best practice

Not done:
1. Back matter (references, glossary, acknowledgments, easily done in 
next draft)
2. Total account of process issues (under operational guidelines in 
previous TestGL draft)
