Templates assessment report

Here is the deliverable that I mentioned in yesterday's telecon:

It includes an analysis of SpecGL/ET for:  substantive and editorial issues 
in SpecGL; plus, holes in SpecET where more stuff is needed to make 
implementation of SpecGL easier.

It also includes an outline of what a "Conformance Clause Template" might 
look like (which CC template would touch upon about 31 of the 46 
checkpoints of SpecGL).

We'll figure out what to do with this later in CR.

For now, comments and discussion are welcome.
