Skeletons of GL for reviews assignment (AI-20030210-1 done)

I've generated the review skeleton for SpecGL and put it at:

This closes my AI-20030210-1.

Lofton, could you either use the above style sheet to generate the
skeleton for OpsGl or tell me where the unnumbered version of OpsGL can
be found?
