update issue #95 (is GL3 a DoV?)

I have made a small update to

http://www.w3.org/QA/WG/lc-issues#x95 .

It now references a related issue,

http://www.w3.org/QA/WG/qawg-issues-html#x102 .

While this issue was nominally "Closed" at Seattle, our rationale for 
closing and not considering the linked proposal for a new CP was "too many 
changes, too confusing until we see GL3 with all currently queued changes 
integrated."

This might be interesting to review when we next pick up LC-95.
