first OpsGL issue group

I'll send details and maybe some specific proposed changes Tuesday, to 
start discussion for OpsGL topics for Thursday.

But I think the first issue group (and most substantive one for OpsGL) 
should be the 7-level Tbl.1 vs. 3 conformance degrees group:  3, 60.2, 72, 
83, 107
