LC-4 (Editorial) notes that the definition of "unconditional conformance" 
is empty, in SpecGL section 4.

LC-32 (Editorial) offers a definition.

Observation.  Neither "unconditional conformance" nor "conditional 
conformance" is used in SpecGL.  (However "strict conformance" is used and 
defined.)

Alternatives: remove it, or define it.

Proposal.  Remove the empty definition.
