SpecGL problems/issues to be addressed

The following is a list of the SpecGL @@@ questions/comments.  I've 
indicated those that we addressed at the last telcon, and those that are 
still open.

The following were addressed during telcon, 28 Oct.

G 1:  explanation and clean-up of sentence on use cases 
(editorial)  Drafting assignment: Andrew/Lynne  due prior to 4 Nov
1.3:   make the statement stronger.  Currently requires only 1 
example  Agree, this should be made stronger
3.1  TOC for profiles  drafting assignment: Lynne  may not be done prior to 
6 Nov publication  try to develop 1 checkpoint
3.5  what is meant by 'testable rule' 'clash'  testable rule = testable 
requirement. Replace clash with contradict
6.2 and 6.3 rationale for CP on strict conformance  Drafting assignment: 
David, lofton/lynne to review.  Revisit explanation and clarify, review all 
checkpoints.
**12.1, 12.2 normative ICS  discussed at prior telcon

The following still need to be addressed
