Fwd: Early "requirements document" for UAAG 1.0 test suite

QAWG,

1.) this should be added to our inventory of reference materials for 
up-and-coming "Test" work.

2.) I'm thinking that it would be nice, when we get something like this, to 
have a plan to respond in some way (e.g., a quick review or assessment by a 
volunteer?).  This might fit into the "E&O" topics at Montreal.
