This does not surprise me.  This was the document I authored in 
HTML.  Actually, I wrote the early versions in MS Word, exported as HTML, 
cleaned out all the round-tripping junk w/ Tidy (-word2000), repaired 
Tidy's breakage by hand, then used Dreamweaver for subsequent authoring.  I 
neglected to think about validation.
