Here are the issues listed as "Active" in the 2002-06-25 Issues List 
[1].  They are prioritized for Spec Guidelines.  For the 2002-06-27 telcon, 
this is a proposed order for discussion, after some specific discussion of 
the re-organized Spec GL:  intro (1.5), GL.5, GL.3, GL.4, GL.7.
