reorganized Spec Guidelines

QAWG participants --

David and I have finished the first-order reorganization of Spec 
Guidelines.  At [1] you'll find a first cut at implementing what David 
proposed, and what we discussed and agreed at Montreal.  At [2] is a 
checklist, which is handy for getting an outline/overview.

If you'll have a look at SoTD, there are pointers to the major changes.  To 
summarize:

** new motivating intro section 1.5
** all GL re-ordered.
** GL.5 (old GL.3, "flavors") is rewritten
** old GL.5 is split into new GL.3, GL.4, GL.7

Please have a close look at this before the Thursday telcon.  As I said, 
this is a first rough draft, and there are numerous open issues in the 
above referenced sections.  Our goal is to get a handle on the issue of 
"variability", so that we can re-open IG discussions on the topic ("flavors 
are evil").

Ignore priorities for now.  They haven't gotten much attention.
