Issues List Updated

QAWG --

The issues list has been updated.  Changes:

1.) new Issue 72 -- Define 'normative use case'

2.) re-open Issue 18 -- "Note or WD or ...?"

3.) change bkgd color of "Closed" issues from charcoal to light gray.

#2 results from discussion during the QAWG project review telecon (as well 
as #3).
