Tech Plenary Talking Points

At our last telecon, I took an action to provide some brief talking
points participants in the group can use in their communication with
other W3C groups, at the TP but also in other occasions.

Here they are:

- Overall goal of the QA activity at W3C: 
  Improve the quality of W3C specification implementation in the ield. 
  thru:
  - qa of spec: easier to read/understand/test/implement
  - qa of tools: more tests, used by more people

- in order to implement this plan, we're working on a framework of
  guidelines documents for
   - process/wg qa life
   - spec writing
   - test tools development
  We have a FPWD already available for process guidelines and intro.

- we have other resources in addition to the framework
   - matrix
   - taxo/glossary 
   - expertise consult
   - tools

- The QA activity is not there to write tests but to help you doing
  them and doing them right.

- We have a WG and and IG, welcome to join both. visit w3.org/qa

- Certification still out of scope

- Cooperation with external org on our agenda.
